Lockhart Cares Grant Program for Emergency Utility Bill Relief


The City of Lockhart has launched the Lockhart Cares Grant program for Emergency Utility Relief after City Council approved the funding to help Lockhart residential utility customers within city limits have uninterrupted access to utility services — including electric, water, wastewater, and solid waste— during the COVID-19 pandemic.


City’s utility customers must meet the eligibility requirements to be eligible for financial assistance under the City’s Lockhart Cares Grant Program.


To be eligible applicant must:

  • Inside-city residential City of Lockhart utility customer, and
  • Must have an active City of Lockhart utility account, and
  • Must be able to provide documentation of proof that they have experienced financial hardship such as loss of income (job elimination, employer shut-down, laid-off) due to COVID-19 or 
  • Must be able to provide documentation of proof that they have experienced financial hardship such as reduction in income (cut in work hours, cut in pay rate, or combination thereof) due to COVID-19 or
  • Must be able to provide documentation of proof that their income meets the low-income threshold for their household size. These thresholds can be seen in the below graphic:




Applicants must provide the following to confirm eligibility:

• proof of income or pay reduction (latest pay stub), or

• Proof of approved unemployment claim, or

• a letter from employer confirming business closure, layoff, or reduction in pay due to COVID-19.


Only City of Lockhart utility bills issued for utility services for the months of March, April, May, June, and July 2020 are eligible for the use of grant funds under the Lockhart Cares Grant program. Grant funds may be used to cover:


• All utility services provided by and billed for by the City of Lockhart which includes utility services for electric, water, wastewater, and solid waste;

• monthly service charges for utility services;

• late payment penalties;

• service disconnection fees


The Lockhart Cares Grant program does not cover:

  • account deposit or other service application or new initiation fees.
  • electricity, internet, phone, rent, mortgage or water services provided by an outside provider (ie Bluebonnet Electric, etc)

Applications can be mailed to City Hall or dropped in night boxes with documentation. Approval or denial will be sent via postal address to applicants ~1 week after submission.
