  •  The City of Lockhart maintains the City websites for the convenience of the public.  While the City attempts to provide accurate, current and reliable information on its websites, the possibility of human and/or mechanical error remains.  Therefore, the City makes no warranty regarding the quality, content, accuracy, timeliness or completeness of the information on its websites, and the City assumes no responsibility for the use of the information provided on its websites.  Information on the City websites is subject to change without notice.  Communications sent to the City and information provided to the City are subject to disclosure pursuant to the Texas Public Information Act.  

    The City of Lockhart recognizes that providing certain links to third party websites serves a public benefit by providing information to visitors and city residents.  However, the City does not support, recommend or endorse entities promoted or advertised on these links, or the contents, materials, products or services offered on them.    Visitors of these links should read the policy statements of the sites. Once visitors have left the City websites, the information and materials on the linked sites are not under the City's control.  Therefore, the City is not responsible for the information or privacy practices of these sites when visitors are linked to them through the City websites, and visitors who enter these linked websites do so at their own risk.  The City further disclaims any and all liability for claims or damages that might result from the use of the City websites or the websites linked to the City websites.

    To avoid the appearance of City endorsement of political or religious content, links shall not be made to websites of, or associated with, political campaigns or religious organizations.  Furthermore, the City will adhere to the Texas Fair Campaign Practices Act.  Links to sites containing inappropriate material are expressly prohibited.

    Third party websites may have links to the City of Lockhart websites only on the following terms:

    1.     Written permission to link to the City's website first must be obtained from the City Manager.  The City reserves the right to refuse any link from a third party.  The City also reserves the right to rescind linking permission to any third party website, and to remove a link if its content is perceived to be misleading, damaging, confusing, or inviolation of these terms.

    2.     No link to City websites may state or suggest in any way that the City has any relationship or affiliation with the third party, or that the City endorses, sponsors, or recommends the products, services or information provided on the link, without written permission of the City Manager.

    3.     No third party may incorporate any content from the City's websites into another website without written permission of the City Manager.  No icons, logos or other third party symbols may be placed on the City's websites without a written agreement signed by the City Manager.

    4.     The following websites will be considered for links to the City website:

    a)  A governmental agency or public school
    b)  A City board, commission or committee
    c)  A community organization that receives City funds
    d)  Entities that sponsor City activities, but only as related to the activities
    e)  Entities that provide a public service to the community
    f)  Entities that provide public health and safety information to the community
    g)  Established newspapers or television stations that provide local news
    h)  Local web portals that direct users to community services in the City

    Use of e-mail or other electronic communication does not constitute legal notice to the City of Lockhart regarding a claim against the City or any of its agencies, officers, employees, agents or representatives, where notice to the City is required by any local, state or federal law or regulation.

    The City does not collect or track personal information from the City of Lockhart's web sites visitors. Generic information from server logs may be used to track the number of hits to these sites, and to find out what types of browser software are used by visitors. This information will be used only in aggregate form, and used solely for improving web site design.

  • This Privacy Policy for Social Security Numbers has been adopted by the City of Lockhart and describes how the City maintains the confidentiality and security of your Social Security Number, as required by the Texas Business and Commerce Code, Section 35.581.  The question and answer format of the policy is designed to provide you with the information you need to understand the policy.  

    1. How is my personal information collected?

    Your personal information is required in order for utility service to be provided to you.  The City requires two forms of identification from its utility customers: 

    a) A picture ID such as a driver's license, state ID card, passport, or employee identification card, and

    b) The customer's social security number on a Social Security card, payroll stub, or health insurance card.

    If the customer cannot provide one of these forms of identification, the City Utility Department may accept a copy of the customer's birth certificate in lieu of the unavailable form of identification.

    2. How and when is the personal information used?

    Your personal information is used for four purposes:

    (a) Initially, it is used to confirm your identification for purposes of connecting your utility service and creating a customer file for you.

    (b) Once your identification has been confirmed and your utility service is connected, the personal information is used to confirm your identification when you request information about your utility service account.  When a person requests information about a utility service account, the City requires the requestor to confirm his or her identity as the customer by providing personal information.  The Utility Department then compares the requestor's information with the personal information in the customer account to confirm the requestor's identity as the customer.  If the requestor gives incorrect information, the City will not release the utility service account information, except as required by state or federal law, or court order.

    (c) In some circumstances, the identification information may be used by other City departments/staff, such as the police and fire departments, public works department, municipal court and E.M.S. 

    (d) When a customer closes his or her utility account, the City may use the customer's personal information to locate the customer to settle the account.

    3. How is the personal information protected, and who has access to it?

    Only Utility Department employees are permitted to access the files, except (a) in circumstances that warrant access by other City departments/staff as noted above, (b) as required by state or federal law, or by court order, or (c) when a properly identified customer asks to view the file.

    Customer personal information is located in two places.

    (a) In the customer paper file, which includes the customer's completed application for utility service, photocopies of the customer's identification documents, and paper copies of the customer's utility consumption/billing and correspondence.  The Utility Department customer paper files are kept in a secure location within the city hall, with no public access to the files. 

    (b) In the Lockhart Utility Department computer database. There is no public access to these computers, which are located in the Utility Department at city hall, and the use of the utility software program requires special training provided by the software manufacturer. However, in the future customers will be able to access their individual account information, and make payments, by computer.  The Utility Department software program will include security programming designed so that customers can only access their own account information.  Customers will be given notice and instructions regarding this access, once it becomes available.

    4. How is the customer personal information disposed of?

    City records are disposed of in accordance with the state law, the provisions of the Local Government Code (Texas Library and Archives Commission), and the administrative rules adopted under its authority.
