City Council Special Meeting Recap August 5, 2021

Lockhart Animal Services Evaluation: Animal Control and Care Academy presented its findings and recommendations on the Lockhart Animal Services Division to City Council. Among the ACCA’s recommendations include adjustments to shelter hours, legal impound periods, the animal control officer’s responsibilities, city-wide animal limits to curb pet overpopulation, community cat management, and availability of veterinary services in the facility. The ACCA’s representative also suggested the administration of Animal Services be transferred from Public Works to a department with a more “natural fit,” such as the Police Department or City Manager’s Office.

The Mayor informed attendees that last night’s special meeting will not be the last addressing animal control services. He also said that City Staff has 30 days to work with Caldwell County and other stakeholders to develop a workplan. Any proposed changes resulting from this collaboration are anticipated to be included in the September or October City Council agendas.
