City Council Recap: July 5, 2022

An upcoming general election, new truck traffic route, Titan Development, RCM Acquisitions, annexation, zoning change and a zoning text amendment were discussed in Tuesday night’s City Council meeting.

 

General Election: Council approved an ordinance ordering a General Election on November 8, 2022, to elect Councilmembers for Districts 1 and 2, along with two Councilmembers at-large, while also conducting a joint election with Caldwell County. The ordinance also designates the Scott Annex Building (1403 Blackjack St., Lockhart, TX) and Luling Civic Center (333 E. Austin St., Luling, TX) as early voting locations. Early voting will be Monday, October 24, through Friday, November 4. 

 

New Truck Traffic Route: Council approved an ordinance creating a new truck route in Lockhart and prohibiting truck traffic on SH-142/W. San Antonio St. to improve traffic flow in the area and pedestrian safety. The new truck route runs along SH-130 from SH-142/W. San Antonio St. to U.S. 183/Colorado St.  However, trucks delivering goods and services locally, pick-up trucks or vans designed to carry loads no more than a ton, passenger vehicles, emergency vehicles, farm implements/machines, trash and/or recycling collection service vehicles, road repair, construction or maintenance vehicles involved in repair/maintenance of roads within the city, governmentally owned or leased vehicles, motor homes and recreational vehicles used exclusively to transport personal possessions or family members are exempt.

 

The City Engineer and Staff will work with TxDOT and SH130 Concession to create a detailed design for traffic control, including signage, for the truck route.

 

Titan Development: Council approved the sale of an additional 31.485 acres in the SH-130 Industrial Park to Titan Development. The Albuquerque-based company provides real-estate development services, which include multifamily, office, and industrial. Titan Development plans to break ground on the site in late September.

 

RCM Acquisitions: Council approved the sale of 5.352 acres in the SH-130 Industrial Park to RCM Acquisitions, LLC. RCM is a development company out of Plano, TX and it proposes construction of 50,000-100,000 square foot space for future industrial usage.

 

Zoning Change: Councilmembers postponed James Travis Krause’s request, made on behalf of Patton 3, LLC for a zoning change from Residential Low Density to Planned Development District—including a PDD Development Plan—for Lockhart Place Townhomes Planned Development on 19.798 acres at 903 State Park Road (FM 20). The request will be considered in the August 16 Council Meeting.

 

Zoning Text Amendment: Council postponed a zoning text amendment modifying the covered parking requirements for detached single-family dwellings; extend covered parking standards to include duplexes, two-unit condominiums, and two-unit townhouses; and add an exemption for dwellings constructed on nonconforming lots less than 50 feet wide that were platted before April 15, 1990. The amendment will be considered in the July 19th Council meeting.

 

Annexation: Council adopted a resolution setting the date for a public hearing on the annexation of 89.775 acres at the east side of FM 1322 and 2,600 feet south of Seawillow Road. The property is proposed to be developed as a residential subdivision with the possible inclusion for a private school. The hearing is set for August 2, 2022.

 

City Manager’s Report:

  • Movies in the Park: The next Movies in the Park is Saturday, July 9, featuring Spider-Man: No Way Home. The movie starts at 8:30 p.m. The event is free to the public and attendees are encouraged to bring their own blankets, chairs and snacks.
  • Civil Service Examinations: Civil Service Examinations for public safety positions in the Lockhart Police and Fire Departments are coming up. Exams for prospective firefighters and EMTs are Friday, July 22, and for police officer applicants, Saturday, July 23.
