City Council Recap: August 2, 2022

The proposed City budget, code of ethics, downtown alcohol beverage regulations, a zoning change, and annexation were discussed in Tuesday night’s City Council meeting.

 

Proposed FY 2022-2023 Budget: Council agreed to conduct two public hearings on the proposed FY 2022-2023 City Budget:

  • August 16, 2022 at 7:30 p.m.
  • September 6, 2022 at 7:30 p.m.

Both hearings will be held in the City Council Chambers, located at the third floor of the Dr. Eugene Clark Library.

 

Code of Ethics: Council adopted the proposed Code of Ethics and Anti-Discrimination Policy after additional Council review. The proposed policy applies to the City Council, and Board and Commissions Members.

 

Downtown Alcohol Beverage Regulations: Council directed Staff to schedule a Special Council Meeting to hold a public meeting on Downtown Alcohol Beverage Regulations. As of this time, the date has not been determined. TABC will be invited to the meeting to address questions from Council and the public.

 

Zoning Change: Council approved Chandresh Gohel’s request, made on behalf of SSPC Development, LLC, for a zoning change from Agricultural Open to Commercial Heavy Business on 8.827 acres located at 1717 N. Colorado St. (U.S. 183).

 

Annexation: Council postponed Thomas Staub’s petition, made on behalf of ROED Prop Co., LLC, to annex 89.775 acres located on the east side of FM 1322—approximately 2,600 feet south of Seawillow Road into Lockhart city limits. This item will be taken up again in the September 6 Council meeting.

 

City Manager’s Report:

  • Movies in the Park: The next Movies in the Park is Saturday, August 6, featuring Disney’s Jungle Cruise. The movie starts at 8:30 p.m.
  • Public Safety Fair: The second annual Public Safety Fair is also on Saturday, August 6, 8 a.m. – noon at the Lockhart Lions Club (220 Bufkin Ln.). Attendees will have the opportunity to meet first responders with Lockhart Police, Fire, EMS, and the Caldwell County Sheriff’s Office, while also learning about local emergency services. Admission is free.
  • Sales Tax Holiday: Texas’ school supplies tax-free holiday is Friday, August 5, through Sunday, August 7. Some clothing, footwear, school supplies, and backpacks under $100 are tax exempt. For a list of eligible items, visit the Texas Comptroller’s Office’s website.
  • Water Conservation Update: Lockhart remains at Stage 1 water conservation level, which means outdoor watering is limited to twice a week during designated days and hours.
  • Carrizo Groundwater Project Update: The 48” water transmission line, which will connect the regional water treatment plant to the Lockhart distribution system and Alliance Booster Pump Station near San Marcos, has been staged along FM 3158 near McMahan. This segment of the project is expected to be completed June 2023.
