City Council Recap: December 6, 2022

LCRA engineering services agreement, protected trees, cemetery maintenance, Lay Rd. annexation, “Donut Hole” annexation, LEDC appointment, Council meeting schedule for 2023, and the election of a Mayor Pro-Tem were discussed in Tuesday night’s City Council meeting.

 

LCRA Engineering Services Agreement: Council accepted the Lower Colorado River Authority’s (LCRA) five-year system study and engineering services agreement. The LCRA’s new future five-year study will continue to help the City of Lockhart maintain a reliable electric distribution system.

 

Protected trees: Councilmembers approved McCoy Building Supplies’ proposed site plan for 12.8 acres at Lockhart Industrial Park II, located 1600 S. Colorado St., and the removal of two protected trees—subject to the condition that replacement trees be planted.

 

Cemetery maintenance: Council renewed the Cemetery Maintenance Agreement with Mr. Gene Bagwell of Maintenance Management, with the addition of expanded service to the new section of Lockhart Burial Park and Hooks Cemetery.

 

Lay Rd. annexation: Council adopted a resolution to hold a public hearing for the voluntary annexation of 92.52 acres located on the east side of Lay Rd. approximately 350 feet east of FM 1322 and approximately 750 feet north of Seawillow Rd. The public hearing will be held on January 3, 2023.

 

“Donut Hole” annexation: Council approved an ordinance annexing approximately 197 acres south of State Park Rd., west of Twin Island Dr., and east of Arena Rd.

 

LEDC board appointment: Council reappointed Mr. Douglas Foster to the LEDC board.

 

2023 City Council meeting schedule: Council adopted a meeting schedule for 2023.

 

Mayor Pro-Tem: City Council re-elected At-Large Councilmember Angie Gonzales-Sanchez to be the Mayor Pro-Tem as required by City Charter. The Mayor Pro-Tem performs the duties of the Mayor in his/her absence or disability.

 

City Manager’s Report:

  • U.S. 183 resurfacing from Lockhart to Luling: TxDOT began pavement repairs along U.S. 183/S. Colorado St. from Martin Luther King Jr./Industrial Blvd. south to Luling on Monday, December 5. The $5.5 million project consists of asphalt repair and overlay. Lone Star Paving is the contractor.
  • FM 2720 widening: TxDOT sent City Staff a Notice of Proposed Construction on the widening FM 2720 from SH 21 to SH 142. The project involves proposed reconstruction and widening of roadway from 2 lanes to 4 lanes divided with paved shoulders to a 7.2 mile (approx.) segment of FM 2720 in Hays/Caldwell County from SH 21 to SH 142. TxDOT is scheduled to release this project for construction in December 2024. The project design is currently at the schematic stage.
  • Lockhart EMS new ambulance: Lockhart EMS’ new Frazier ambulance is now in service.
