City Council Recap: April 4, 2023

The Lockhart City Council discussed the replacement of a bridge, the 2023 Texas Monthly BBQ World's Fair, new natural gas distribution franchise and the auctioning of a fire pumper at its April 4, 2023 regular meeting. 

  • Council approved a resolution authorizing the city manager to enter a amended advance funding agreement with TxDOT for the replacement of the North Blanco Street Bridge over Town Branch Creek. The total cost of the bridge replacement will now be covered under the Infrastructure Investment and Jobs Act as well as the Highway Bridge Replacement and Rehabilitation Program, waiving the required local match and making the project 100% federally funded. This work is scheduled for 2026.
  • Council approved a sponsorship agreement between the city and Texas Monthly for the 2023 BBQ World's Fair Event, which will be held November 4-5 in Lockhart. Texas Monthly will provide planning, production, staffing, event lineup, marketing, ticketing services and sponsorships. The city's portion of the agreement includes contributing in-kind support, monetary sponsorship and purchasing a display ad in the magazine.
  • Council approved adoption of an ordinance to provide a natural gas franchise to Universal Gas Company. The franchise will authorize UGS to provide natural gas services in the city utilizing public rights-of-way.
  • Council approved the disposal of Engine 2, a 1994 Pierce pumper, through a public auction. The pumper is currently located at Fire Station No. 2 and has not been in service since the purchase of a new fire pumper in fall 2021. The disposal is necessary to make room for a new aerial apparatus due for delivery in spring 2024.
  • Mayor Lew White read proclamations declaring April Sexual Assault Prevention and Awareness month and Child Abuse Prevention and Awareness Month.
  • Council heard a presentation from the City Attorney's office concerning the current Texas Legislative session and bills moving through the process that are impactful to cities and deserve attention.

 

City Manager's Report

  • City staff is preparing to meet with TxDOT regarding a feasibility study about SH 142 improvements. Concerns have been expressed about roadway improvements needed on SH 142 near SH 130. The goal is to put together a proactive approach to accelerate TxDOT's evaluation of the area and gain its assistance for funding through the Capital Area Metropolitan Planning Organization (CAMPO).
  • A swearing-in ceremony and reception for newly hired Chief of Police Gary Williamson will be held at 5:30 p.m. Monday, April 10 at City Council Chambers on the third floor of the Dr. Eugene Clark Library.
