City Council Recap: April 18, 2023

Discussion topics at the April 18 meeting of the Lockhart City Council included professional services for the development of the city’s comprehensive plan and water and wastewater master plan, the mid-year budget report, an economic development agreement and a proposed mixed-use development in Lockhart’s extraterritorial jurisdiction.

 

  • Council approved authorizing the city manager to execute the amended and renewed interlocal agreement with the Plum Creek Water Partnership, which works to restore and protect the waters of Plum Creek. The agreement establishes the primary responsibilities and tasks of the plum creek watershed coordinator and the annual financial commitment for each entity based on population and square miles.

 

  • Council approved the professional services contract with Freese and Nichols for the development of a new comprehensive plan. A comprehensive plan guides future growth, priorities, services, development and redevelopment. The planning process is scheduled to last for 18 months.

 

  • Council voted to enter into a professional services agreement with TRC for the development of a water and wastewater master plan. The water and wastewater master plan will evaluate existing water and wastewater system conditions. The plan is a forward-looking study to evaluate and prioritize infrastructure expansion or improvement projects.

 

  • Council approved a Chapter 380 incentive agreement with Titan Lockhart Land Investors. Titan is under contract for 31.485 acres for $2.89 million in LEDC’s Industrial Park 3. To incentivize this closing and to ensure a development of a new industrial/distribution speculative building, it provides a 50% rebate of road impact fees up $326,000 and require an investment in a building and the property to be at least $16 million. The taxes realized by the City for this new industrial development would be approximately $100,000 per year not including whatever personal property would go into the building which would be added by the, at this moment unidentified, tenant.

 

  • Council voted to accept the mid-year budget report and the second quarter investment report as presented.

 

  • Council approved a work authorization for Halff, under the master general services agreement, to prepare a conceptual master plan for Lions Park. The firm was contracted to provide general services for the Parks & Recreation Department to renovate the city parks and assist with ongoing projects.

 

  • Council listened to a presentation by Red Oak Development and discussed a proposed master-planned community of approximately 500 acres near the intersection of FM 1322 and Seawillow Road. The mixed-use development would include several types of residential, commercial, parkland and other development areas, including a school parcel. The proposed development is largely located in the Lockhart extraterritorial jurisdiction, east of the recently approved Seawillow subdivision.

 

City Manager’s Report:

 

  • The city manager provided an update on the project to renovate Fire Station No. 1 at the intersection of Church and Market Streets.

 

  • Recommendations from the Impact Fee Advisory Committee will be considered in a public hearing on May 2. These include fee increases for water and sewer connections and road impacts.

 

  • Landscaping and irrigation improvements are planned for the area under the overpass located at US 183 and Cemetery Street. The city manager said he would get clarification on the details from TxDOT and provide more information at the next council meeting.

 

  • The Nueces Park improvement project is wrapping up, with the last piece of the project, the shade canopy, being completed last week. Improvements at the park have also included court resurfacing, new basketball goals, fencing, and adjacent sidewalks.
