The Lockhart Freedom Act, the amending of water/wastewater utility easements, an amendment to a Ch. 380 Incentive Agreement, a right-of-way abandonment, removal of the school zone at SH 142 and Medina St, and the asset and purchase agreement with ESD No. 5 were discussed at the January 23 City Council meeting.

Discussion Regarding the Lockhart Freedom Act (LFA)

 A discussion regarding the LFA was held, at the request of Councilmember John Castillo. Following an explanation by the City Attorney and residents’ comments, City Council directed City staff to place a proposed resolution on a future Council meeting agenda. The proposed resolution would repeal Resolution 2024-37.

 

Amendment to Water and Wastewater Utility Easements

City Council approved amending water and wastewater utility easements located at 2401 W. San Antonio, at the northwest corner of SH130 and SH142.


Amendment to Chapter 380 Incentive Agreement
Council approved amending a Chapter 380 Incentive Agreement with Holiday Inn Express (Lockhart Hospitality, LLC) in regard to extending the hotel completion date. The new completion date has been set for December 30, 2027.

 

Asset Purchase and Sale Agreement with ESD No. 5

Council members approved entering into an agreement to sell City EMS equipment with Caldwell County Emergency Services District (ESD) No. 5. Under the agreement, the City will sell current Lockhart EMS ambulance vehicles, ventilators, medical equipment, radios, computers, and more, to the ESD No. 5. The transition from the Lockhart EMS to ESD No. 5 is scheduled for February 1, 2025.
