Dating Violence Awareness Month
The Mayor issued a proclamation to Hays Caldwell Women’s Center recognizing February as Dating Violence Awareness Month.

Change in Republic Services’ residential solid waste collection route
Republic Services presented information to City Council about an upcoming change in their solid waste collection routes. In an effort to optimize route efficiency and rebalance the routes due to new home construction, the schedule change will take effect on March 31, 2025 for some residential customers.
Important information regarding the new routes includes:
• Moving from 3-day per week service (Monday, Tuesday and Thursday) to 4 days per week (Monday, Tuesday, Thursday and Friday).
• Simplified dividing route lines using highways and collector streets.
• Approximately 1,950 houses will be affected by the route day changes.
• Curbside recycling and commercial solid waste collection days will remain unchanged.
More information about the route change will be distributed by Republic Services at the beginning of March. Republic plans to post updated service maps at City Hall, mail out information to residents, tag carts belonging to affected customers twice prior to the change. An interactive and updated map will also be posted to the City website and shared on the City’s social media channels.
Creation of Lockhart Municipal Utility District (MUD) of Caldwell County
City Council passed Resolution 2025-08, which grants conditional consent to the creation of the Lockhart MUD of Caldwell County and the inclusion into a district of 889 acres of land. 720.681 acres are in the City of Lockhart’s extraterritorial jurisdiction, located east of SH 130 and west of Dry Creek Rd.
The Council’s conditional consent expires in 180 days and is subject to the approval of a Development Agreement.
2024 Racial Profiling Report
Police Chief Williamson presented the 2024 Racial Profiling Report to Council, as required by state law. The report is a comparative analysis of motor vehicle stops, examining factors such as racial or ethnic disparities in stop frequencies, search outcomes, officer knowledge of race before the stop, use of force, complaint data, and reasons and locations for the stops. City Council acknowledged receipt of the 2024 Racial Profiling Report.
Economic Development Incentive with Titan Lockhart Land Investors, LLC
Council members passed Resolution No. 2025-07 to terminate a Chapter 380 economic development incentive with Titan Lockhart Land Investors, LLC for default.
City Manager’s Report
My Government Online
Planning Department staff have begun training for the use of My Government Online ahead of its launch. The online permitting software streamlines permitting and inspection process for residents, builders, and staff. It is used by many cities, including Bastrop, Cedar Park, and San Marcos.
The platform will offer the following functions:
- Building/site permits
- Contractor registration
- Engineering review
- Sign permits
- Planning and zoning cases (annexations, zoning changes, SUPs, variances, historic preservation, tree permits, subdivisions)
- Code enforcement cases
- Citizen solutions (complaints regarding streetlights, potholes, etc.)
My Government Online will allow for the collection of fees. Citizens will be able to apply for, pay for, and manage permits online. The platform can be used to track the status of permits and applications and to schedule inspections.
The official launch date is being finalized.
Next Steps for Outdoor Aquatic Facility
Parks & Recreation staff have had an initial meeting with Texas Parks & Wildlife (TPW) grant coordinator to discuss the project’s timeline.
The next step of the project is the land survey and appraisal of the site, located at the intersection of San Jacinto and Center streets near Navarro Elementary School. After that, the Interlocal Agreement (ILA) with Lockhart ISD will be finalized. The City plans to apply for a TPW grant for Phase 2 of the project in the spring.
The City is currently in the process of requesting qualifications from interested aquatic design consulting firms. A firm will be selected by March 30.
Date Set for KidFish 2025
This year’s KidFish event will take place on Saturday, March 15 from 9 a.m. to 12 p.m. at City Park Pond. No pre-registration is required.
City-Wide Spring Clean-Up
The semi-annual bulk item pick-up day for the spring will take place on Saturday, March 22 starting at 7 a.m. Republic Services will collect bulk items at the curb.
