A proclamation for KLKT Day, the purchase of equipment for the police department, an interlocal agreement Lockhart ISD for a future aquatic center, a grant for the future aquatic center, an application for funding for a sidewalk improvement project, and advisory board nominations were discussed at the June 3 City Council meeting.

KLKT Day Proclamation
Mayor White presented a proclamation to KLKT-FM declaring June 1, 2025 as KLKT Day.

Purchase of Equipment for Police Department
City Council approved the purchase of in-car laptops for the Lockhart Police Department. These laptops will replace outdated in-car computers currently deployed in patrol vehicles.
Interlocal Agreement with Lockhart ISD (LISD) for Future Aquatic Facility
City Council approved an interlocal agreement (ILA) between the City and LISD that establishes a 40-year initial lease agreement, with the right to extend the lease for two (2) additional terms of twenty (20) years each. The lease provides approximately 8.1 acres of LISD property for the construction of an aquatic facility and a potential future recreation center. The property is located on the southwest portion of the Navarro Elementary School property at the intersection of San Jacinto St. and Center St.
Texas Parks & Wildlife Local Park Grant
City Council approved a Grant Agreement between the City and the Texas Parks & Wildlife Department. The grant of $750,000 will support construction funding for the new aquatic facility project.
Application for TxDOT Transportation Alternatives Project
City Council approved a resolution that supports the City’s application to TxDOT’s Transportation Alternatives call for projects to fund expansions to the City's sidewalk network. The proposed projects entail approximately 2.6 miles of sidewalks. If approved, the City will be responsible for a local match of 20% of project costs.
Advisory Board Nominations
City Council appointed Justin Wells to the Lockhart Economic Development Corporation and Curtis Hawkins to the Parks and Recreation Advisory Board.
Other
The Council also received the second quarterly report of misdemeanor marijuana arrests and citations in accordance with the Lockhart Freedom Act.
City Manager’s Report
Progress update on the Downtown Revitalization Project
The overall project is now 65% complete. Watermain installation is 100% complete. The watermains have been tested and are now in service.
FY 2025-26 Budget Workshops
The budget workshops for the upcoming fiscal year are scheduled as follows:
- June 11 – FY 25-26 Budget Workshop: General Fund
- June 12 – FY 25-25 Budget Workshop: Enterprise & Special Revenue Funds
- Both workshops begin at 6:30 p.m.
Indoor Recreation Center Project Update
Parks and Recreation staff have held a pre-submittal meeting with consulting firms for the indoor recreation center project. Request for Qualifications will be accepted until June 12. Interviews will follow on the week of June 23, with final selection taking place on June 27.
City-Wide Neighborhood Watch Organizational Meeting
The Lockhart Police Department will host a Neighborhood Watch Organizational Meeting on Wednesday, June 18 at 6 p.m. on the 3rd floor of the Dr. Eugene Clark Library, 217 S. Main St.
Residents will have the opportunity to learn about:
- What a Neighborhood Watch Group is
- How to start their own group
- How to recruit neighbors
- How to create communication plans
This invitation is extended to all residents of Lockhart.
2025 Chisholm Trail Roundup
The annual Chisholm Trail Roundup takes place on Thursday, June 12 to Saturday, June 14. This year, the parade will travel down San Antonio St., then turn south when it reaches Main St.
City Park and the splash pad will be closed from Monday, June 9 to Monday, June 16 for preparations and the event. The Maple St. Splash Pad will remain open during this time.
Movies in the Park
The Movies in the Park schedule for this year has been set. This free, family-friendly summer event is at City Park. Movies begin at 8:30 p.m. The screenings are listed below:
- June 21: The Wild Robot
- July 19: Mufasa: The Lion King
- August 16: Paddington in Peru
