Council Recap: Nov. 20, 2025

November 20, 2025 

An extension for the formation of the Lockhart Municipal Utility District, an amended professional services agreement with Red Oak Development Group, a Civil Service Commission reappointment, votes for the CCAD Board of Directors, adoption of the LEDC’s FY2025–2026 strategic goals, an amendment to the Chapter 380 agreement with Lockhart Hospitality, the creation of a new Downtown and Tourism Department, and updated LEDC bylaws were discussed at the November 18 City Council meeting. 

 

Extension of Conditional Consent for Lockhart MUD of Caldwell County 

Council granted Hillwood Communities an additional 90-day extension to the conditional consent for creating the Lockhart Municipal Utility District (MUD), covering 889 acres east of SH 130 and west of Dry Creek Road. The extension, which allows consideration of adding 148.5 acres, remains contingent on approval of a Development Agreement. 

 
Professional Services Agreement with Red Oak Development Group 

Council approved an amended and restated Professional Services Agreement with Red Oak Development Group for the Moxie (formerly Seawillow) development project. The updated agreement reflects the current stage of the project, identifies the responsible developer entities, and allows the City’s professional and administrative review costs to be reimbursed at market rates rather than fixed hourly fees. 

 

Civil Service Commission 

Council confirmed the reappointment of Mr. Raymond Sanders to the Civil Service Commission for an additional three (3) year term expiring January 1, 2029. 

 

CCAD Board of Directors 

Council cast their votes for Ms. Sally Daniel and Mr. Alfredo Munoz to serve on the Caldwell County Appraisal District’s Board of Directors. 

 

Lockhart EDC (LEDC) FY2025-2026 Strategic Goals 

Council approved the Lockhart Economic Development Corporation’s FY2025–2026 Goals and Objectives, which outline priorities for business development, workforce initiatives, infrastructure investment, downtown and small business support, tourism, and organizational excellence. These goals will guide LEDC’s work in the coming year and ensure alignment with the City Council’s strategic direction and the Lockhart Looking Forward Comprehensive Plan 

 

Amendment to Chapter 380 Incentive Agreement with Lockhart Hospitality 

Council approved amending a Chapter 380 Economic Development Incentive Agreement with Holiday Inn Express (Lockhart Hospitality, LLC). The agreement amendment extends the hotel opening deadline from December 30, 2027, to September 1, 2028. 

 

Creation of a Downtown and Tourism Department 

Council approved the creation a new Downtown and Tourism Department to coordinate Lockhart’s growing tourism, downtown development, and visitor engagement efforts. The department will oversee marketing, events, visitor services, and partnerships that promote Lockhart as a destination, as well as manage the future Visitor Center. It also establishes a Downtown and Tourism Director who will report to the City Manager, along with a seven-member Tourism Advisory Board to provide industry input and guidance. 

 

Amended Lockhart EDC Bylaws 

City Council approved updated bylaws for the Lockhart Economic Development Corporation (LEDC), updating the organization’s structure and procedures. The revisions clarify the LEDC’s purpose, outline board responsibilities and meeting standards, and formally define the role of the Executive Director in day-to-day operations. 

 

 

 

Public Hearing Postponed 

Council approved a request to postpone a public hearing for a zoning change until Tuesday, February 17. Spencewood Inc. is requesting a zoning change from Agricultural-Open Space District and Flood Hazard District to Residential High Density District on 50 acres located at 2100-2500 N. Colorado Street (U.S. 183.) 

 

 

City Manager’s Report 

 

New Website Redesign 

City staff are working with CivicPlus, the City’s new website vendor, to finalize the content migration process and project timeline. Design templates and other project components are currently under review. The next step will be for the Website Redesign Committee to evaluate and update department pages before CivicPlus begins the full migration. New photos highlighting the community and local amenities will also be incorporated into the redesigned site. The new website is tentatively scheduled to launch in April 2026. 

 

Preliminary Population Report 

The Texas Demographic Center’s latest population estimates show Lockhart’s population at 18,591 as of January 2025, up from 14,379 in the 2020 Census. This reflects a 29.3% increase over five years. 

 

Clean-up of October Storm Debris 

Following the October 25 storm, Public Works provided an extended, temporary brush pick-up service for residents. Streets and Sanitation crews logged 981 hours collecting brush from 752 locations across all districts. Crews returned to normal brush-chipping operations on November 12. 

 

Lockhart Police Officer Honored by Caldwell County Homeless Coalition 

Officer Hector Winchester was honored with the 2025 First Responder – Caring for the Unsheltered Award after volunteers at CCHC recognized his positive, consistent interactions with unsheltered individuals and families in Lockhart. The award highlights Officer Winchester’s compassion and care for his community and reflects the City’s service-oriented organizational values. 

 

City Office Closures 

City offices will be closed Thursday, November 27, and Friday, November 28, for the Thanksgiving holiday. Residential and commercial trash collection will shift by one day: 

 
    • Thursday service moves to Friday 
    • Friday service moves to Saturday 
 

Normal collection schedules will resume on Monday, and City offices will reopen with regular business hours on Monday, December 1.
