Joseph Resendez
City Manager

Joseph Resendez was appointed City Manager in September 2025, two years after having served the City of Lockhart as Assistant City Manager. 

 

During his time in Lockhart, Resendez has overseen several major capital projects, including the planning for the renovation of Fire Station No. 1, an aquatics facility, and future recreation center. He has also been instrumental in developing the City’s annual budget and participated in the hires of key senior management roles including Economic Development Director and Finance Director.

 

Prior to Lockhart, Resendez served as City Administrator and City Secretary for the City of Bartlett, as well as Assistant Director of Finance at the City of Taylor. His experience in municipal management and familiarity with issues facing Central Texas cities reaffirmed the City Council’s confidence in Resendez’s ability to lead the city.

 

Resendez holds a Bachelor of Science from the University of Texas. He is currently completing a Master of Public Affairs and the Certified Public Manager Credential through the William P. Hobby Center for Public Service at Texas State University. He is a member of the Government Finance Officers Association and the Texas City Management Association, which named him a Clarence E. Ridley Scholar.  

 

FORM OF GOVERNMENT

The City of  Lockhart has a council-manager form of government which consists of an elected city council that is responsible for policymaking, and a professional city manager, appointed by the council, who is responsible for administration. The council-manager form, the most popular form of government, is based on the model of a business with a board of directors that appoints a chief executive officer.

In the City of Lockhart, the City Manager:

  • Directs departments and the City's administrative function
  • Implements City Council policy
  • Develops and recommends alternative solutions to community concerns for consideration by the Mayor and City Council
  • Manages the City's operating and capital improvement budgets
  • Promotes confidence in city government through citizen involvement and excellent customer service
  • Assures an efficient and equitable delivery of City services
